I don't have a technical background at all, I am a lawyer by trade. The initial idea of the Innovation Marketplace was a centralized place for the operations team to see all of the tools that were being developed. It was something that I was thinking of, and I thought, oh, maybe I could get help from an engineer. But by the time you get to that, the idea's gone. When CLI came out, I just thought, I can do this myself. So I told it my vision, and then worked through with CLI in the same way that I would a developer. And we have this tool now. I use the plan mode to see what it thinks, I then challenge what the CLI has come back with. I'll ask it if there's any other way, what my options are. Once I have the plan, I ask it to walk me through how it will deploy, to explain it in a way that a non-dev would understand. If somebody wants to register their project, they go to a GitHub issue. They then submit an action, then it pushes, and the Innovation Marketplace is hosted on GitHub pages. So we really do use GitHub for everything. I love that I'm continuously learning as I'm using this tool. Software used to be developed and deployed, and people would have to shift their processes to match the software. With Copilot CLI, the software can match your specific requirements, which is just a huge unlock for not just legal teams, all teams. I'm Victoria, I'm an operations manager on the GitHub legal team, and now I'm a web developer.

TL;DR

  • Victoria, a lawyer and operations manager with no coding background, built a fully functional internal tool called the Innovation Marketplace using GitHub Copilot CLI without engineering support.
  • She used Copilot CLI's Plan mode to review, question, and refine the AI's approach before execution, treating it like a collaborative developer conversation.
  • The finished tool uses GitHub Issues, GitHub Actions, and GitHub Pages — demonstrating end-to-end delivery entirely within the GitHub ecosystem.

Summary

Victoria, an operations manager on GitHub's legal team with no technical background, shares how she used GitHub Copilot CLI to independently build the Innovation Marketplace — a centralized platform for her team to discover and track operational tools in development. Rather than waiting on engineering resources and risking the idea losing momentum, she used Copilot CLI's Plan mode to articulate her vision, challenge the AI's suggestions, and explore alternative approaches before committing to a build path. The resulting tool integrates GitHub Issues for project registration, GitHub Actions for automated workflows, and GitHub Pages for hosting — a fully GitHub-native deployment built entirely by a non-developer. Victoria's story illustrates a key positioning argument GitHub is making: that Copilot CLI shifts software from a rigid, engineer-dependent process to one where the software can be shaped around the specific needs of any team, regardless of technical expertise.

FAQ

What is GitHub Copilot CLI's Plan mode and how did Victoria use it?

Plan mode lets users review what Copilot CLI intends to do before any code is written or changes are made. Victoria used it to evaluate the AI's proposed approach, ask whether alternative methods existed, and request non-technical explanations of how the deployment would work — giving her control and understanding at each step.

What GitHub products does the Innovation Marketplace rely on?

The tool uses GitHub Issues for project registration submissions, GitHub Actions to automate the workflow when a submission is made, and GitHub Pages to host the live marketplace — all native GitHub features requiring no external infrastructure.
